Climate wise the best time to visit dubai where the temperature is in the 20's and 30's. A bit hotter in the afternoon but mornings and evenings are peaceful. We were there for 4 nights and 5 days. Did not want to stay in the busy city area hence selected Jumeira ( IBIS Jumeira ) for stay. A decent place to stay with breakfast included in your stay cost. Overall food is costly at the hotel as compared to restaurants around the place. The hotel is 65 AED ( from Airport ). Global village is once again 65-70 AED by Taxi from Hotel. Dubai mall is 25-35 AED by taxi from the hotel ( there are different routes ). The places we visited during our dubai stay was Global Village, Dubai Mall, Gold Souk, Palm Island, Marina Cruise, Dragon mall, desert safari, Jumeira Mosque.
Could not visit Miracle garden ( opening was around 26/11 ) and butterfly park. If shopping is the priority on your list please check the shopping festival calendar ( ideally end Dec to end Jan ).
If you are a foodie ( which I am not ) and you are ready to spend, you ask for it and you will get it in dubai. As there are many indian, indian food is available easily.
Summary if you have money and you don't mind splurging then there is no place like dubai. But that does not mean you cannot enjoy dubai if you are on a tight budget.
