Tartin is my new favourite in Dushanbe.
Don't get fooled by the very unassuming outside. I have walked so many times past it without even noticing it as there is no signboard outside, but once you are in, it is one of the cosiest restaurants in Dushanbe. The place has been tastefully renovated from an old building, and has an exceptionally nice ambiance. Nice colours, paintings on the walls. Nice background music.
The place is called bakery and cafe, but it serves a full menu up to steaks. We had a chicken liver salad for starters and I had chicken pasta as the main meal. The best pasta I have ever had, I think.
There bakery section is also worth checking out. They open at 7:30 in the morning so you can pick up something fresh on your way to office.
The waiter spoke very good English.
