My wife and I spent two nights here -- in the China-themed room -- in fall 2017. We loved the place, enough to justify the price.
The highlight was the bayside restaurant and dining area, where we ate delicious seafood, sipped rakia, and watched the sun set over the Bay of Kotor. Truly tranquil, with friendly staff. Our room was a tad small, but was well-furnished and with a nice bathroom. The (small) pool was fine, but nothing special; swimming in the Bay is just more interesting. The hotel is a five-minute, five-Euro cab ride from Kotor Old Town, and the hotel hostess was always able to hail a cab within five minutes of request. Don't worry that this hotel is in Dobrota -- it's practically Kotor.
Hotel Forza Mare is a nice hotel, fairly valued. There are cheaper options, of course, but this was a splurge lodging for us and we weren't at all disappointed. Just don't read the guestbook, which I signed after a little too much rakia.
