This tower has unquestionably the best views in Milan, and is very cheap to go up when compared to other similar experiences elsewhere. Only a handful of people can go up at a time into the small viewing deck, which means you aren't jostling for space at the windows. You get a good view of the Duomo, but the best part for me was the mountains in the distance that remind you how close the Alps are to Milan.

Amazing views. Only 8 people at a time can go up and there's a time limit at the top but it's long enough! Not for the faint hearted, the tower sways in gentle breezes. Worth the measly 5euro entry though.

The tower is in the park. You can not miss it, it's tall and you can see it from almost every corner of the park. You do not have to book in advance, but there is a limited number of people who can go up each time so it is possible you will have to wait. It is worth going up to the tower, the view is beautiful and there is a 360 degree view of the city.

Located in the north-western corner of Sempione Park, this tower seems to have been constructed for the sole purpose of providing a unique view on the entire Milan metropolitan area. On a clear day you can see for miles.
While the tower itself is a bit of an eyesore, the view is breathtaking, especially if you're afraid of heights :-).
This is truly the best way to see the entire city in a few minutes.
On the down side, they give you just 6 minutes (they use a timer) once you reach the top (via elevator).
I saw in other reviews that they complain about the glass blocking the view, while the glass does create reflections in photographs, it is not as bad as some people lead on. The purpose of the tower is to view the city, not document it, photographers beware, this is not the greatest spot for photos.
I personally think it's worth the visit, at least once in your life.

A short Metro ride from Duomo (Cairoli Station) you stroll through the entrance of Castello Sforzesko and in to Parco Sempione. When you enter the park from the Castle, keep left on the path untill you see the huge tower called Torre Branco. A Tip do not walk to the tower because the entrance that is in the park is closed keep left and go through a gate that will take you out of Parco Sempione to an area where cars are allowed, and just to the right you will find the entrance. It is a steel panoramic tower where it’s possible to reach the top by elevator and admire the incomparable panoramic view over the city of Milan.. Torre Branca is one of the highest structures in the city at 108.60 meters, and for 5 Euro it is the very best photo opportunity. Go on a clear day and you will see all the landmarks and sights of Milan, and further away even the Appenine mountains! The Torre Branca is closed for visits in case of bad weather.
