I came in, asked for a tea and cake. The waiter at the counter invited me to take a seat and be served.
Some 10 minutes layer, a waiter comes to see other patrons who just arrived, ignoring me.
5 more minutes and another waiter brings their orders. He does make eye contact with me and smiles, politely, my table as empty as it was when I first sat.
5 minutes later I get back in and report I had been waiting for 20 minutes for someone to come take my order. The waiter asks for my order promising to deliver it soon.
Keeping a customer waiting for 20 minutes must be normal here.
