I have been in a lot of parks over the years in Tokyo and this has become my new favorite. For hanami season it has a ton of large older cherry trees scattered throughout the park as well as having a central raised area that is ringed with cherry trees.
I highly recommend a picnic here, relaxing walk, or reading a book on a bench.
I love the fact it has a lot of nice paths as well as having the older southern part of the park that has a more traditional teien feel.
Plenty of bathrooms along with tennis and basketball.
