I walked but from Zushi beach to Hiroyama Park, which provided good views over Zushi. It was a little bit of cloudy day, but it was still nice. I was expecting more like Japanese gardens found around smaller temples then a glorified lookout, nevermind. The park has a mini zoo with guinea pigs, rabbits, a peacock, monkeys and other animals with a lookout tower. The short walk down the hiking trail near the entrance was good and lead back to the main road to the beach.

Hirouyama Park is okay. But for a better view of the ocean + Mt. Fuji + better atmosphere, OSAKI Park nearby is much better. It's a smallish grass lawn park with some benches on the top of a hill overlooking Zushi Marina & the ocean. During the winter months, you get a great view of Mt. Fuji on sunny days. Walk all the way to the end of the park, and you get a great view of Zushi & Hayama also.
You can access this place either by foot (better to come from Kotsubo Gyoko or fishing port next to Zushi Marina and walk thru the residential area and some veggie fields) or drive and park your car on the street close to the park. The street is wide enough and I have never gotten a parking ticket.
There is a well kept toilet but no shops or vending machines.
