This is your second post expressing concern about hotels being used as shelters. I do some work with asylum seekers, and the hotels in which they are staying are not currently taking reservations from tourists. I’m by no means an expert, and I suppose some people may be housed short-term in a hotel that’s also serving tourists (as happens, for instance, after natural disasters), but this should have little or no impact on your own stay.
A bigger concern involves reserving in a hotel that’s yet to open. No one can predict the future, and projected opening dates are always subject to change. The conventional wisdom when booking a yet-to-open hotel is to have a cancelable back-up booking just in case.

Even if the hotel was open, the location is not convenient.
