The Rio is off strip so nix that.
The others are essentially all the same hotel, none being better than the other. Don't buy into the upgraded/renovated terms that are often used on this site. The renovations are rather insignificant and don't warrant the additional costs that the hotels often try to attach to the "renovated" rooms.
The Linq is located between Harrahs and Flamingo.
The Linq promenade is located between the Linq and Flamingo, there are a lot of dining options available there.

What are forum guidelines? As said above, avoid the Rio because of it being off-strip. Of the others I would choose Flamingo. I will be there in Dec.and really like the place. It reminds me of years ago in its "feel". Its right on the promenade, has a very nice habitat area to spend some relaxing time in,small but good food court, and the cheap rooms have always been clean and well-serviced for me. Drink service has always been quite good at the slots. good luck
As others have said skip Rio. It's off strip and they stopped their shuttle so you have to pay to get to the strip. The other three are all pretty much mid-strip. For the Flamingo and Harrah's it's worth upgrading from their basic rooms. The Flamingo is phasing out their basic FAB rooms. My daughter and I booked a room next month and a FAB room was not an option. Linq rooms are all redone, they are plain and small. Of your choices I like the Flamingo the best. They have been renovating the public spaces, the casino is bright and lively. It's close to the Linq Promenade which as lots of shops and restaurants. Harrah's casino is dark with low ceilings. It's like gambling in a smoky tomb. Linq casino is very plain and nondescript.
Definitely the flamingo. Upgrade from basic room if possible
Agree with others, skip Rio. I would also skip Flamingo. Although some of the rooms have been renovated, the ones that have not are really showing their age. The casino and other public spaces are also in need of a renovation; some folks find it nostalgic, I find it beat up and worn out. The LInq would be the place that has had the most recent top to bottom renovation. The casino is very nice, the rooms are more on the basic side but contemporary and clean. Harrah's is overwhelmingly average across the board, but a decent place.

I would go with a Valley Tower room at Harrah's. Newly renovated, central location, fun casino and Big Elvis are all perks to me.
