Is it generally safe to drink the tap water in Samoa? we are going to savaii as well

No it's not. Some accommodation providers provide bottled water otherwise you need to buy it.
The exceptions are Taumeasina Island Resort in Apia and Savaii Lagoon Resort in Fagamalo on Savaii. Both have purification systems installed.

Fully agreed. Living in Apia area for more than 20 years now and after recent improvement in the water quality I am drinking tap water at home now. But only at home and when I have visitors I make sure that there is bottled water for them. So you should go with that too, especially in Savaii.
