Scooters arent common for hie in Niue at all. They are a hazzard due to the potholes so thats prob not an option.

with regard to your “p” plates. Im not familiar with Australian p plates, but I suggest you contact the Niuean police direct. When you arrive in Niue you have to get a drivers licence from the police at a cost of $22.50. The police are very helpful so google contact and email them. Also ask the rental car company as there policy will determine whether you can actually hire a vehicle. Try tropicana rentals, apollo rentals niue.

You can get around on pushbike and hire these. We didnt see any scooters in Niue - they just arent used by locals or tourists. You can motorbike hire with this company, but you need experience and possibly motorbike licence http://www.aloficarrentals.com/our-vehicles.html
