No, not for bogota. Public transport is fine, and taxis are so cheap, use those. Driving in a city like bogota is not easy, especially with the crazy drivers and gridlock that occurs.
For zipaquira use a tour or public transport as well.
Not for Bogota (within city) but yes to visit surrounding towns like Zipaquira, Guatavita, Chia and even towns in Boyaca further afield if you want.
Driving in Colombia is unlikely to be a relaxing experience. Lack of road signage, poor driving standards, slow moving trucks and motos driving in and out of traffic require constant attention. Even if you intended destinations are outside of Bogota you will still need to negotiate the city traffic to start your journey. Driving in Bogota entails not only dealing with the traffic - but finding your way out of the city. There are reasons that few tourists choose to hire cars.
Take the earlier advice from Bicks - or consider hiring a car with a driver through your hotel. It'll likely cost you little more than hiring a car and will provide a more relaxing experience.

Rent a car for out of town trips.In the city hiring a private car service makes more sense;local drivers have a better understanding of the city.

Not so much if you stay in Usaquen. I still think its a possible option, Cundinamarca/Boyaca road system is relatively ok to navigate and there's a lot to explore. I would be advising against it in other regions but its not sooo bad north of Bogota.

car rental is very expensive, traffic is terrible and you have the pico and placa rules which do not allow to drive on certain hours on certain days depending on your license plate latest number.
zipaquira is easy to do with public bus from terminal de transporte in ciudad salitre or portal norte depending where you stay in bogota

Car importation taxes and the weakening of the Peso over the past couple of years result in cars and second hand cars being expensive by US or European standards. New cars have significant premium over their US price (and often have less content) and old cars, even with significant mileage are more expensive than the equivalent model/year in the US.
Cars like the LandCruiser are very popular second hand and priced accordingly.
Buying second hand cars in Colombia also needs special care to ensure that no taxes or fines are owed by the existing owner on the vehicle.
I agree with Phil. Cars are usually more expensive and with less equipment. Typically, they only have one front (driver side) airbag. But from 2017, cars are supposed to have at least two front airbags, and ABS.
We're still far away from the 8 or 10 airbags most US or European cars currently have, but that's a progress. .
