Can anyone advise about availability of relaible moped/vesper hire in Laos & is current motorbike licence needed?
An IDP is needed if you want insurance and I certainly would NOT ride without insurance. I assume you mean a Vespa? Small bikes of 100, 125ccs are readily available for hire.
Almost all companies (all except the foreign owned ones like Jules Classic rentals and 1-2 others) renting out motorbikes in Laos do not offer insurance, and don't ask for a license - they want either your passort or a copy of your credit card to cover themselves in case you damage their bike. When you damage yourself, you're on your own. Getting insurance is something you need to do before leaving home via your trip insurance.
The only place with real Vespas is Jules near Nam Phou, Vientiane - but regular asian Honda Wave 110cc type bikes are for rent in many places in all of the Lao towns commonly visited by tourists.
