I don't have a definitive answer to your query but i have the same issue and will share what I have found out.
What is happening is the promenade from the cafe (The one with the large tree) up to the cliff next to the harbour is being pedestrianised.
Have found posts from October 19 where there were still lots of complaints about noise, dust and inconvenience then.
The locals were saying it was due for completion by the end of December.
There is a live webcam at https://www.skylinewebcams.com/en/webcam/espana/canarias/santa-cruz-de-tenerife/la-gomera.html that shows the area around the cafe. This looks nearly complete but there are still some barriers (see red plastic fences) indicating its still not quite complete.
I suspect its now very nearly done but cannot confirm, perhaps a local could comment.
Edited: 4 years agoBuilding work at Santiago was finished yesterday and all the barriers came down. The front is great for a stroll with its cafes and restaurants.
HI We were there in January and it was nearly done and it did not spoil our holiday. Looking forward to going back next January our 7th time ! We just love it
