Refusal to issue a refund

How can I file compliant against Booking.com which refused to issue the refund even the property canceledd the booking?

easiest step would be to dispute with your CC company.

BDC wouldn’t refuse a refund for no reason. How do you know it’s not the hotel who has refused a refund?

What did BDC tell you? What have you done so far to try & get a refund? What are the circumstances around the hotel becoming cancelled?

Why not start with that rather than immediately going with a credit card dispute. That should be the last resort, not the first action.

Shinu S: You complaint is with the property, and while BDC can try to help to communicate with them, they will be the accountable party for your booking. If you have not been able to reach the property for details, then I agree to start a credit card dispute.

File a dispute with your credit card company. Provide them with anything you have in writing showing the property cancelled the reservation. Was it a vacation rental as opposed to a hotel?

The number of instances whereby Booking.com owes/issues a refund is near zero. It is typically only done when very small properties (or private rentals) that do not have merchant facilities, and funds are held on their behalf, at their (the hotels') request.

Any other scenario - prepaid or pay at the hotel - it's the hotel who owes you the refund.
