While working on Guam, I had an unexpected 4 day "weekend", and decided on an impromptu visit to Saipan. Even though I had read some not so stellar reviews of this hotel ( no hot water, possible cleanliness issues, unresponsiveness/ inattentiveness of the staff) I also read some very good reviews. I decided to take it, because frankly, in the past I have stayed on the roof of a hotel in Athens, and in a room without a locking door in the jungle of Colombia, so figured "what the heck, give it a try". The price was good, and it was located exactly where I wanted to be. So I reserved a room there, and had an excellent experience in checking in. It was 3 floors, with a large open "courtyard" on each floor that let you look down to the ground floor (sorry, can't remember what this is called) with small table and chairs. The stairways were very wide, and well lit. There was a "guest kitchen" on the second floor, but this did not seem functional, and I'm not sure if any of the appliances there worked. In the room there was a mini-fridge, but no way to heat water, and no microwave. I did want to boil my water, as I am leery about this, so I asked the front desk. Not a problem. With a 10$ refundable deposit, I got a waterpot. Unfortunately, it didn't work, but as soon as I told the staff, I was handed another, which was fine. The room, as well as the hotel in general, was clean, the water pressure fantastic, there was plenty of hot water (it never ran out) and the AC worked well. The bed was comfortable, the pillows "OK", and there was no noise at night. There was a gate that was locked after 7 PM, but the gate key-card they gave worked well.

It was about 2 blocks from the main tourist road / hotel row. Just be careful walking to that area, as the drivers seem to daydream a lot, and there are no sidewalks, except on hotel row. It was also close all the restaurants, a pedestrian mall, dive shops, and a couple of rental car places. It was a few blocks away from the "American Museum", which is a very nice WW2 history museum. Saipan had some of the bloodiest and most ruthless battles in the Pacific Theater. This hotel does have a rental car business, but I went with another company and saved maybe 5 dollars per day, but wound up taking the car for 3 days instead of the 1 1/2 I actually needed. So overall, the rental agency at the hotel would have been better. With a rental car, the entire island could be easily explored, and is a WW2 history buffs dream come true. Check out was a breeze, again with the staff friendly and helpful.

For the money (about $60 per day) I gave this 4 stars, and probably would have given it 5 stars if it had a microwave and if the guest kitchen had been of more use and functionality for me.

The hotel is located in Garapan next to the Garapan Elementary School. You might almost miss it if you are are not careful. However for $70 per night you get: Queen sized bed (Asian style: Wood bed frame and mattress), mirrored closet with hangers, 32 inch TV (but only 3-4 channels 2 in English), Free WiFi and a little fridge. Although this is a small room-if you are going to out and about most of the days its well worth your money! You are on Saipan-no need to remain indoors here! The rooms could use updated fixtures and some renovations with the bathroom. All in all this was a great room and location-close to Beach Road and American Memorial Park. I stayed here because it was close to where my mom was staying during our trip. Staff is great as well and very accommodating. Hotel is very secure as only guests are authorized in after 6 or 7 p.m. and must have a magnetic key to enter.

Stayed here one night just recently though it hasn't been the first time. This is an older hotel a couple of blocks off the beach road. The place is well maintained and the rooms have all been updated and all face in to a small landscaped courtyard. Clean, quiet, and lots of personality at a very good rate.

I recently reserved a room at this place using agoda.com, and then, after taking a plane from Guam and walking for about 20 minutes with my two heavy bags, I finally found this hotel, only to realize that not a single employee was on site, and the front gate was locked, so that I could not enter the premises. In all my travels, I'd never had such an experience. There was no way to get in, and no one to contact. I called out, shook the gate, and waited for over 40 minutes, to no avail, then walked with my bags toward the beach, and inquired at other hotels, which were full, as it was close to New Year's. I was finally able to contact someone at the Capital, and he came to pick me up. He apologized and vaguely explained that the front desk lady had an emergency.
The room I ended up in had a bed as hard as the floor, and pillows that were closer to being stones than anything you could comfortably rest your noggin on.
This was the kind of place that will live in my memories as an apex of agony.

This property is well-appointed, attractive. Great WiFi. $25 fee for airport transfers. Mini-fridge and desk in the room. Comfortable bed. Reliable A/C. Great HOT water with strong pressure for showering. A hotpot can be borrowed from staff. Located centrally, within walking distance of an Outlet Mall, dozens of good restaurants/bars. Modern, safe supermarkets close by for odds & ends, snacks. A do-it-yourself laundromat next door. The Front Desk staff could not have been more friendly, accommodating and helpful ... ALL of them! Housekeeping staff superb in every attention to detail! Rental cars available on-site for another good value! From beginning to end a TERRIFIC experience! Again, VALUE, LOCATION & SERVICE! I will without a doubt stay at Capital Hotel on future visits to Saipan!

It is good for the price. Dont expect too mutch, but it is decent.
I was suppriced by the stuly and the size of my room, much bigger than I expected. The AC was good, what is important in the summer heat. And free parking.

While the people who worked there were nice, the "hotel" itself is a wreck. Due to the Chinese New Year, all hotels were booked, so I had to stay here (I was on business travel). While I did not see any bugs (I'm shocked I didn't), it just felt dirty. There is rust throughout the bathroom, and the shower is so miniscule and poorly planned that it floods each time you shower. Right across the street is the ghetto, so I didn't feel all that safe staying on a ground floor room (when my male travel companion was provided a room on the second floor). The one plus is that I was able to rent a car through them, since I did not do it previously at the airport. That came in handy - and is why they get 1 star.

This most comfortable, clean hotel is located in the main center of activities in Garapan, Saipan. There are all sorts of shops and restaurants catering to the tourist. Good grocery shopping as well. The Front Desk could not have been friendlier or more helpful. Whatever you need can be found within walking distance. Taxis are readily available by phone call and generally low-cost, but price must be negotiated in advance of the journey! One-way taxi to the Airport is $25.00, sometimes less. Rooms are quiet, cozy, comfortable, with reliable A/C, great shower/HOT water! The Housekeeping service is exceptionally good! WiFi is available for FREE with a generally good and reliable signal. The Hotel arranges rental cars, tours, fishing and diving excursions and much, much more. I am a Travel Agent with extensive travel personally over decades. This property is a "class act." There are luxury hotels in the area, but for one on a budget the CAPITAL is the place to be! The hotel appears to appeal especially to Asian tourists, often on a planned tour. Very few non-Asians seem to stay here. But, the English language speaker is not 'challenged' at all!

Not too clean, nothing to tell home about, but now worth complaining either. It's a spot you go to sleep and leave the first thing in the morning. Service was ok, not interested but not annoyed, either. Breakfast was asian style with instant coffee, delivered to room. Pass. AC worked and that's the important thing, right.

We ended up in this hotel during the Lunar New Year holiday because just about everything else was booked. On the day of arrival I called the hotel to inform them that we would be arriving around 2-3am, they said that would be no problem as the desk is staffed around the clock. However, on arrival the gate was locked, and the bell button didn't work. Luckily I had expected this, based on another review, and placed an expensive international call to the hotel to WAKE UP the front desk person to open the gate and check us in.

Despite having a confirmed reservation for a double bed, they only had a room with two single beds, but we were able to change the next day. The room with two single beds was gross. The cleaning lady should be fired. The light fixtures are covered in dead bugs and the shower was covered in soap scum and had mold growing in some spots. The second room with the double bed was a bit better, but the hotel shows a lack of maintenance and pride by the owners and staff. The fixtures in the bathrooms are completely corroded (from the high salt content in the water) and should still be replaced. The holder for the shower head was also broken, meaning that you had to hold the shower hose, and it looked like it had been that way for quite some time. The daily cleaning was also very superficial; sand still in the bed, shampoo bottles not refilled. Any better cleaning had to be requested.

Another thing that really bothered me was the noise of the staff around the rooms on the first floor--try to get a higher floor. Also, there were two chirping smoke detectors in the first floor corridors. I took one down on behalf of the staff on my second day, and told them about the other one, but after five days it was still chirping around the clock. Such lazy apathetic staff.

Overall, accommodations on Saipan are generally overpriced and worn. This hotel is much worse than a Motel 6, but at a greater cost.
