We stayed in a room on a high floor. Good views from our corner room along two main streets. Useful as we stayed at the time of The Seattle Torch Light procession; a great show. I believe there are a variety of room types; i do not know how they are graded. However, our room was spacious, and we did not find any problem with street noise. As to "guarantees", I cannot answer that question because the answer is in the control of the hotel bookings staff. Hope you enjoy your trip.

You may ask for a room on the 12th floor which is the top of building, and bring a pair of earplugs with you to avoid noises from your neighbors.

Do you charge for parking?
Yes, they do (like most hotels in Seattle). We avoid it by using public transit and walking, which is extremely efficient in Seattle.
