When i was there snorkels and fins were available free but they did have a couple add on things where they could take you that did cost. Sadly I can not answer the rest of the questions as I was there a very short time but I will say it was a beautiful place and I enjoyed it completely

December usually dry and very hot this is tropical island it can rain any time and weather can change very quickly. It rain and storming on August too when I was there. I have been in this Island on Dec for 3 weeks not a single drop of rain

Good snorkeling from the beach or from the underwater room, but there is also a super good diving center in the resort and little boats which can bring you anywhere you want. Also important to know there is a huge tide, especially at noon and early afternoon the ocean is quite far off the beach, which may be good for snorkeling. There are no big waves though, so you are on calm waters.
