can I store luggage securely while in Halong Bay?
We had some luggage but we stored in the boat we took for the trip,we did see advertized a place were you could leave luggage but didn’t see anybody tending the place.

I did not use visa on arrival, but the staff at Hanoi E Central are exceptional. I wouldn't expect you to have any issues if this is a service they offer. This is a side note. If you think you can transit the airports in Vietnam, think again. I was flying from Siem Reap to Incheon with a plane change in Hanoi and had to purchase a visa on-line even though I never left the airport. Expensive lesson.
