I found the hotel on booking.com under the beachfront section. The hotel is not at all beachfront. In fact, it is up a hill across the street from another hotel that has water access from a cliff.
While the woman who checked me in was very friendly and helpful, I was surprised to be asked for full payment at checkin. Usually, payment is made at checkout.
The room is quite large, and the bathroom is nice. The balcony overlooks a hovel, but I could see the water as well. Unfortunately, the air conditioner did not do a good job, and the room is quite warm at night.
I ate in the restaurant on my first night at the hotel. The view is superb, however, the service is not. I had to repeatedly ask for service from the waiter, and then, he seemed quite put out that I requested dinner and a drink.
I went back to the restaurant for breakfast because it is included in the hotel price. I arrived at 9:45am. Breakfast ends at 10am. Apparently, that 15 minutes makes all the difference, as there was no food left. I had to go up and request a coffee, because both of the waiters were busy on their phones.
If I had not paid upon arrival, I would be changing hotels. I came to Vlorë to enjoy the beach, and this is not possible at my not so “beachfront” hotel.

We rented an apartment room and regular room for our party of five and were not in the least way disappointed. We slept well, were offered a great breakfast and enjoyed the finest service in the restaurant. Only venture to the rooftop restaurant for dinner, don't fight the crowds and get frustrated trying to find a parking spot in town. Our meals were skillfully prepared by the chef and every one of the seafood or meat dishes were just succulent.

Many hotels which are located directly on the beach in Vlora lack good services since they will get guests anyway due to the location. Hotel Aliko is not located on the beach, it is uphill few hundred meters from the tunnel of Vlora. We were visiting some friends who were staying there and had dinner with them at the to floor restaurant. We were pleasantly surprised by the modern restaurant, the staff were lovely, the chef came to greet us and to recommend the daily cached fish. Food was excellent, a bit pricey but well worth it. When I saw the room the friends were staying I was really jealous. It was very modern and renovated, it was at least three times bigger than the room we were staying in Nimfa hotel, and they were paying only 30 euros per night while we were paying 60 euros for a noisy room with moldy bathroom! I know definitely I will stay here in my next trip!
