No I don’t not think you can. There is a moat there but there is any public access or facilities for paddling. The grounds are extensive for kids to enjoy though.

There are two lakes near the ruins of the castle. I would not advise paddling in them, plus the wildlife would be disturbed. The river however may have a point at which you could enter, although to be fair it didn't look all that clean for child paddling, but just dipping your feet in it could be the answer to the heat issue. Take along a small towel just in case you do find a good spot along the river.
The grounds are well kept and I did see gardeners tending the lawns and flower beds. The sprinklers may well be on in which case...happy children.
I agree with the previous comments, in fact I'd go as far as to say it would probably be dangerous. Even in all the old photos of the place there is never one of the family swimming in it, so I would say it was never there for that purpose. You'll still have a wonderful time though.
