You can walk around, outside of the fort,but you pay a fee to see inside,is very interesting.
You can walk around the park along a public foot path adjacent to the river/water but to actually see anything you need to pay an entry fee to the park which was quite reasonable considering the amount of things to look at and the enthusiasm of the Rangers.
Yes, $15 fee to enter fort, pay that at visitors center, then you take a self guided towards on grounds and through barracks. Really interesting place, completely worth it, 15 min bike ride from inner harbor
