Yes the fair is handicap accessible. Some rides probably are not, but exhibits are.
The Minnesota State Fair has wheelchairs and motorized carts to hire for rent. To my knowledge they can not be reserved in advance but they do have a lot of the vehicles. Several years ago I rented one after surgery and the battery was strong and lasted the whole 12 hours we were at the Fair. I am not sure of the cost. Four years ago it cost us $50.00 to rent. I agree do not go on the weekends because it is so busy with people that it would be difficult for a person with a handicap to navigate with all the people that turn out on the weekend or Labor Day.
Yes, the Fair is handicapped friendly. If you are handicapped, it would be better to go on a less busy day, midweek. The crowds are more dense on the weekends.
