Boat gives you a closer encounter, but plane lets you see more area and greater chance of seeing whales and dolphins. I would base my decision on the time of season I was visiting.
From the air you can see the whole whale, not just what is above water. We were told there is a whale that stays in the region, so chances are good you will see something.
If you have a good camera you will enjoy either way.

The whole experience is 2.5 hrs in boat and 30 minutes by plane .
It's confusing as to what is a better experience to c the whale from the height in a plane or to be close to it in the boat ?
