Yes there is a fee - 300 yen. It has specific opening hours between about 9-4.30 pm. You can also have a tea ceremony in a tranquil setting.

After my first reply, I did find online that the entrance fee is 300 yen, which is about $3.00 USD. As those over 65 (yes, we did have to show proof of age), it was half-price, I believe. We had to pay the fee to go into the gardens to get to the dock for the water boats that stop there. In retrospect, I'd skip the boat and spend more time in the gardens. They are ancient and lovely!
