You can walk the shore, enjoy, the docks, take a schooner cruise, hope the islands on a ferry or simply enjoy a picnic at the public park.
What I didn't enjoy was the $40 to park.

And far to the south, faintly, we saw Cape Elizabeth Light (67-foot tower, built 1874) near Two Lights State Park in Cape Elizabeth.
If you don't mind a very doable and pleasant 15- 20 minute walk (with fabulous water views), park for free in the Eastern Promenade area (waterside) and walk to the ferry.

4 miles long taking you around back cove, you have some places where you are along the road side but also where you care completely surrounded by nature.
we would park at one end and walk the scenic route to the other parking lot and turn around and return to our car.

We visited the park at the end of a busy day, and the walk along the shoreline is so very peaceful with a beautiful bonus of this adorable lighthouse.
A gentle paved walk around the park is worth while with many excellent views of Portland Harbor and a different perspective of the City of Portland.

The path runs from Casco Bay Ferry (across the street from the Hilton Garden Inn Downtown) to a small waterside park where there a kayak can be rented.
We walked up to the park and looked at the Captain's houses too

I was happy to see a large parking lot but I had to pay to park.
I didn't park here, so I don't know for a fact, but it appeared they were looking at the time on your restaruant receipt and charging you for parking for hours after than time.
