Hi Mihaela. Public transport is available from Oslo to Norwegian Outlet in Vestby. You take a train, L21 in the direction of Moss, to Vestby (about half an hour), walk a few metres and catch the 530 bus in the direction of Randem-Vestby to Svarthagsveien (about ten minutes). Please refer to Oslo's public transport organisation's website (search for "Oslo public transport" on your favourite search engine) for more details.
I've taken this option to get to Vestby and back and it's very convenient, albeit not very cheap (but think of the savings you're making at the shops!). If you remember that the return journey leaves from nearby Norwegian Outlet every hour on the half hour, you won't have to wait too long at the bus stop.
