We just spent a weekend with friends and children. Nice sandy beach and not many people at this weekend (end of june). Good for long walks. Many good restaurants along the beach. You also find many shops.

Look in El Puerto de Santa Maria, you can walk to the train station but better yet to the ferries that will take you across the bay to Cadiz.
