Yes ofcourse you can. There is no restrictions for entrance at either of the shrines in Iraq or Iran. Just follow the dress code and guidelines of the shrine.

At this time the weather shall be fantastic. I prefer to go through Najaf airport if you have an acess and from najaf airport you can make your ziyarat to Imam Ali A.S shrine and then to pass through Al Koofah and Al Sahla... More

Salam...Yes wheel chair is available at all the shrines...You need to submit your passport or any valid document and wheel chair is provided free of cost. Khadims are also very kind and cooperative.
