I do not like that that you must buy tickets over the internet and the prices are high and confusing. The distances around the inner harbor are relatively walkable and there is the free Charm City Circulator. Check into that first.

We took a roundtrip yellow line. What a great way to hop on and hop off. It is not a taxi it is more like a waterbus, great way to see Baltimore from the water.
