We found the UT Gardens to be well tended with a wide variety of plants. On the weekend, parking was plentiful and easily accessible. The only drawback was the mosquitoes in the wetland area. You might want to bring some insect repellent.

You could park in the Wal-Mart/Publix parking garage and walk. It is about three blocks to the Gardens from there. Likely the safest bet for during the week.

Pretty much all the time. Exceptions would be when there are special events, e.g., when someone rents it.
