Hi Yes we are allowed to snorkel without a guide, but you need to walk a little bit on the right of the beach (pass the boats) and you can snorkel at the Secrets resort beach.

Its private beach now and you have to pay to enter beach. $5 USD per person

If you are talking about at the beach then I guess anything at your own risk. Some resorts have lifeguards. If you are talking about hotel pools I guess every hotel has its own rules.
