there is just as much fun to be had, sites to see and places to eat in downtown Jersey city that you really dont have to go into Manhattan.

Great place to hang around, Multiple Food Joints including food trucks , breathtaking view of lower Manhattan. Very well connected with path and light rail.

The memorial is an open area in a public park. Though I don't believe there's a cut off for when you could visit, you would want to attend during the day or early evening, preferably before sunset.
