We went there late July, there was some construction works going on around the area. There were group of photographers keep following us and talking as we explored the place and could really enjoy at all. I find that as total nuisance.

Funnywise it remains me the Arc de Triomphe in Paris, nice monument that you will certainly see during your trip in Delhi.
