I saw this at night and during the day, and with all the lights on its quite a sight at night. Its also called the sister tower of the Bell tower. Stunning views of the city from the top of the Drum Tower.

The Drum Tower and the Bell Tower are large pagodas which are particularly spectacular at night. You can also visit the interiors which are sort of small museums. The Drum Tower has a drumming exhibitiion I think once a day (maybe twice). I don't think you'd need a guide, and they are quite close to each other. Also not a long walk from the city wall which is worth seeing. They are in the center of the old walled city area and are adjacent to the lively Muslim quarter. Definitely worth going to!
