Awful failure - not open and wasted time and money coming to this desolate spot. Can I give negative score? Even locals here confused by this but whole place closed, locked up and empty... Don't bother.

Plenty parking spaces and stalls open early. We decided to have a late breakfast of sashimi fresh from the stalls. All very reasonably priced.
