It would be a good suggestion to buy the 1 day Otaru bus and the return cable car ticket for 1480JPY at the Otaru bus terminal. Mt. Tengu is a good place to take photos and also get a overview of Otaru city.

I came here in March when it was still snowing. The view was just simply breath taking. You definitely have to make this place a must visit when you are in Otaru.

Spectacular views for picturesque photo taking. Take selfies or tripod or ask others to help u take ur couple pictures. But I went once n it’s enough for my lifetime.

Not as crowded as Mount Hakodate, offering night view of Otaru. We took the ropeway and meal combo (JPY1,200 for return ropeway, JPY1,850 for return ropeway + meal at the peak restaurant). With this meal combo, one can order any meal cost JPY1,000 and below,...More

At the main train station, there is a bus terminal in the front where you can purchase a bus ticket and Mt Tengu ski lift at a discount. Catch the bus there at the station. It's about 15 mins up.
