Paved boulevard for pedestrians. Best to go in the evening when locals are out. It’s dead during the day. Good for a stroll and people watching. Lined with shops and restaurants on either side. Downtown so can easily stroll around.

I do not think there is a set time. The fountains are not the main attraction. People watching is every night, with lots of restaurants, bars, coffee shops and milk tea stores. There are often events here too.
