The whole area is wonderful, huge public plaza in the center of the city ... it has fountains which attract the locals. Great shoppings malls, cafes, restaurants and boutiques for every taste and desire. Nice place to hang out in the evening.
Great place for a stroll both during the day and at night. Lots of shops along the way with fixed prices if you don't like to barter. Great coffee and book shops. Comes alive at night with lots of music and activities.

Its hardly amazing but as far as streets go in Ho Chi Minh this is definitely worth a stroll due to the fact that its not overly congested & you can walk along relatively unimpeded. Have a look, grab a bite, take some pics!
Nguyen Hue walking street is one of the famous thing you have to get here to enjoy, especially at the weekend. In the evening time, here is very crowded hundreds of people for singing, chating....ect and free wifi.

I do not think there is a set time. The fountains are not the main attraction. People watching is every night, with lots of restaurants, bars, coffee shops and milk tea stores. There are often events here too.
