Capitol HILL is not a building, it's a sector of Washington,DC, where the Capitol building is located and some more important buildings in the same area. If you want to go inside the Capitol, you may do so even without tickets and you do not have to be a U.S.citizen to visit. Just go to the Capitol Visitor Center, where you will get a ticket to join a tour. Right now there are some restorations being done inside the Capitol. I don't know when you are planning to visit, you may want to find out when the restoration will be finished.
