It's the national stadium, however it's an old stadium, not very confortable and there are two better stadiums to visit in Lisbon.

No - its free but as answered by others the security guard will allow you inside stadium. It seems fair to give him a few Euros as he isn't obliged to let you in.

The train to Cruz Quazbara is cheap & easy from the main station Lisbon
