Visited the Tearoom on New Years Day after a walk along the beach. Nice tea room, friendly staff and good food enjoyed for lunch. Dog friendly in part of the inside area. Worth a visit if in the area.

The Welcomers were super efficient and friendly too. I took my granddaughter and at 13 she really enjoyed it. The cafe for a snack was good, also the little shop. Part was closed being restored but we still enjoyed the open parts.

If you are talking about the nature reserve walk, then almost certain it is. We walked it with my bother in law in his wheelchair.

Sorry I'm not sure. There are steps up to the entrance and to the tea rooms. As previous answer ring and ask I'm sure they will have some access provision.
