The lake is used by windsurfers and there is a path between the lake and the sea accesible at low tide. The path is little bit slipery but it was a pleasant windy walk.

West Kirby Marine Lake is a great place to visit, and walk around. It only takes about 20 minutes to walk around it’s perimeter. Lovely in all weathers with views over to Hilbre island and North Wales.

I've not taken a boat out on the lake, however, it's a lovely place for a stroll. Can be combined with a longer walk to Hilbre or the Wirral Way. Sunset can be very nice

yes you can take boats on the lake the are 2 Clubs on the lake one privet and also a council run Club that teaches.
