It also boasts Oedo-onsen-monogatari, a hotspring that recreates old Edo-era ambiance and is very popular with foreign visitors. We travelled a few weeks ago from Haneda to the Odaiba area. I believe they do charge more after a certain time at night, perhaps 10pm? But I'm not 100% positive about that. We travelled at around this time and the cost was around 5800-6000 yen. They do use the meter, however we used the expressway/toll road so fees for that were added on when we arrived on top of the meter so be prepared for it to jump up a little.
