This used to be a shopping center, but now many of the storefront shops have been replaced by offices and classrooms for a school, plus just other offices. So it's a dull place.

There is no cost for the elevator to the top. It was free.

I don't know about luggage storage at Aloha Tower, but if you arrive on a cruise ship there is luggage storage available inside the cruise terminal before you exit. In 2017 it was $5 or $10/bag to store them until 4pm.
