Located at the southwest end of Golden Gate Park on Lincoln and the Great Highway. This is one of two windmills at the west end of the park (don't believe the other is working).

Not sure. Best to check with the Park Ranger's office or the local botanlogical office to see what is in bloom. There is a conservatory down the road from the tulips and they should be able to answer your question.
