Because of reef protection, you have to snorkel with a guide. You pay 100 pesos entrance fee to the beach (for that you get lockers and showers). You also pay 500 pesos to snorkel with a guide above the reef and between the sea turtles....More
I really don't know where people live these days. But this has been among the worst beaches I've ever been.
1) No free entry to a public beach

We love walking this beach with our feet in the water and the sun on our backs. There is always something different to see, be it stingrays, pelicans, fish, turtles heads popping up for air, or people. You will not be disappointed.
This is a lovely beach with the added attraction of snorkeling with protected Sea Turtles -there are also a couple of beach restaurants-we had lunch at Lol-Ha--also locker rentals, changing rooms and bathrooms.

Beach is kept spotless clean with great snorkeling. You can also walk a short way down to the town of Akumal where there are lots of little shops to browse and some of the best ice cream in the Turtle Bay cafe

I think it would be about 20 miles, so it would not be an inexpensive cab ride. We have always taken taxis from our hotel which is about 5 miles away, and there is a taxi area just outside the entry to Akumal Bay for your return trip. I think round trip for that short distance runs us about $40 with a tip.
Depending on how large your group is, it may be just as cost effective for you to take a group tour through your cruise line.
