I can not say that every tour is private, but our tour ladr week with Silvia was only my wife and I with the guide. It was great.

There is a lot of walking involved. We walked all over Lisbon for the entire afternoon, and Lisbon is very, very hilly. I might recommend you choose another tour, perhaps one on a bus.
